You’ll need to file Form 1040X, Amended U.S. Individual Income Tax Return.

Interest will accrue on the amount you owe unless you pay it by the requested date on the notice’s payment coupon.

What is the  CP 23 notice telling me about the situation?
This CP 23 notice is telling you that there was a difference between the amount of Estimated Tax Payments claimed on your tax return and the amount posted to your account. We may also have made corrections to your tax return. The notice reflects a balance due on your account.
What do I have to do to resolve the IRS problem?

Pay the amount due as shown on the notice. Mail us your payment in the envelope we sent you. Include the bottom part of the notice to make sure we correctly credit your account.
