The following are the IRS procedures for those who qualify for them:
IRS procedures for those individual taxpayers who serve in a Combat Zone
Individual taxpayers who have been identified as Combat Zone personnel receive certain allowances under IRC section 7508. Section 7508 postpones the time for taxpayers to perform certain time sensitive acts.
These time sensitive acts include:
Filing tax returns.
Paying taxes.
Filing claims for refunds.
Taking other actions with the Internal Revenue Service (IRS)
The postponement period is for the period of service in the combat zone and any period of continuous hospitalization (if any) outside of the United States as a result of injury received while serving in the combat zone plus 180 days following such service. The IRS will also cease all enforcement actions during the postponement period.
The postponement under section 7508 is in effect while the individual is serving the United States in the following circumstances:
Serving in the United States Armed Forces (Armed Forces) or in support of the Armed Forces in an area designated as a “combat zone” by the President of the United States (President) in an Executive Order.
Serving in the Armed Forces or in support of the Armed Forces when deployed outside the United States away from the individual’s permanent duty station while participating in an operation designated as a “contingency operation” by the Secretary of Defense.
Serving in the Armed Forces in an area designated by Congress as a “qualified hazardous duty area.”
The spouses of combat zone personnel listed under (a) (b), and (c) above. This does not apply if the individual considered as combat zone personnel is hospitalized inside the United States.
Individuals who serve in support of the Armed Forces in a combat zone also receive the postponement period under section 7508. These individuals include the following:
Merchant Marines serving aboard vessels under the operation and control of the Department of Defense.
Red Cross personnel.
Accredited Correspondents.
Civilian personnel acting under the direction of the Armed Forces in support of those Forces.
Military Service performed outside a combat zone but within a “qualified hazardous duty area” is treated in the same manner as if the area was a combat zone if:
The service is in direct support of the military operations in a combat zone, and
The service qualifies the individual for special military pay for duty subject to hostile fire or imminent danger

What do Willie Nelson, Arnie the Gov, Wesley Snipes, Joan Baez, Nicolas Cage, Joe Francis, Sinbad, Richard Hatch( Enjoying jail ?), Dionne Warwick, Pete Rose, and Val Kilmer all have in common? Besides the obvious of stardom they do not pay their federal income taxes. What you going to do, what you going to do, Bad Boys, Bad Boys.
I am a former IRS Agent and Instructor with the IRS for 10 years and I have been in private practice for 29 years. I have founded a company called called Fresh Start Tax L.L.C that deals with the problem of people who do not pay or file their incomes taxes timely. We have represented a fair amount celebrities in the past and they do share some common traits about paying their fair share. I believe there are a couple of reasons this does not happen.
It seems there is a larger number of celebs just not paying there federal taxes. With all the money they make and have you would think they would just write a check, be done with it, gone. But not so fast!
Keep in mind we do not have all the facts on each case and there may be very good reasons these events took place. So the comments I am making are general traits what I have personally found to exist does not necessarily apply to any one celebrity.
It seems there is a larger number of celebs just not paying there federal taxes. With all the money they make and have you would think they would just write a check, be done with it, gone. But not so fast.
The reasons they do not pay their taxes:
1. First and foremost, bad professional advice. You would be a fool of fools representing a celebrity and not have them pay their fair share of taxes. The negative press is not worth coughing up the payment to the fed., Celebrities endorsements stops and your name get tarnished among those conservatives who have tremendous buying power. The celebrities should fire their professionals who gave them this advice ASAP. However are just so brash like Richard Hatch it would make no real difference.
2. Some feel they are above the law. Some feel because they have celebrity status the Uncle is going to let them slide. Let me tell you a pure truth. As a former IRS Agent, I would light up when I got a celebrity case. From my boredom at the IRS I could make a name for myself. Agents absolutely find it to be a pure joy when these cases come their way. Plus they can brag to all the other Agents who is in their case inventory. signing your name on a celebrity Federal Tax Lien is BIG stuff.
3. Bad Communication. In some cases the professional firms communication with the celebrity breaks down. Many celebs are on location or out of the country and some of the tax information is time sensitive and because of this federal tax liens get filed. Many times the taxes are paid immediately. There is still no excuse for this to happen. From filing the tax return to the filing of federal tax lien is the usual 5 months. Some one was sleeping on the job. Send a text for God sake!
4. Some are just broke. With the numbers of celebrities I have handled in the past it is safe to say, some have just spent all their money and are flat broke. Usually these tax deficiencies had come from tax periods 3 or 4 years ago when they had money, they cheated, got caught and now are paying the fiddler.
5. Some just pay the numbers game. With the chances of a IRS Tax Audit slim, the celebrities and their representative roll the dice figuring the Uncle will never audit them. At their income levels they have a 25% of a tax audit. Many are unaware of the fact that the more money you make the higher chance of a tax audit.
With all this being said, I just do not feel sorry for those who have failed to honor our Uncle. We have to pay and there is no reason they do not PAY their homage to Uncle as well.

Many taxpayers who owe IRS Federal Taxes may be happy to know that there are some options for those who owe and can’t afford to pay the full amount right away.
Taxpayers who are unable to pay all taxes due are encouraged to pay as much as possible. By paying as much as possible now, the amount of interest and penalties owed will be less.
Based on the your circumstances, a taxpayer could qualify for an extension of time to pay, an installment agreement, temporary delay or an Offer in Compromise.
If you cannot pay the full amount, taxpayers should immediately call the number or write to the address on the bill they receive.
You may want to consider financing the full payment of your tax liability through a loan. The interest rate and fees charged by a bank or credit card company are usually lower than interest and penalties imposed by the Internal Revenue Code.
If you cannot pay in full immediately, you may qualify for a short amount of additional time, up to 120 days, to pay in full. No fee is charged for this type of payment arrangement and this option may minimize the amount of penalties and interest you incur.
You may also want to consider an installment agreement. This arrangement allows you to make monthly payments after a one-time fee of $105 is paid. Even if you set up an installment agreement, the IRS may still file a Notice of Federal Tax Lien to secure the government’s interest until you make the final payment.
It is important to respond to an IRS notice. If you do not pay your tax liability in full or make an alternative payment arrangement, the IRS is entitled to take collection action.
